porting really comes into play when you start lifting the valves above .350 and above. Below that the flow numbers for head work are very minimal in CFM increase. You need a high lift cam to take advantage of the additional flow you gained from head work. That is why people do them at the same time. With Stock heads you will still get an increase in flow with bigger cams but not that much to justify the effort and cost. Headwork and high lift cams will outflow the stock turbos or near stock turbos at high rpm.
